I would prefer the latter.
http://socialsounddesign.com/questions/11967/sound-effect-footsteps-in-snow/11968#11968 Answer by ChrisEngineAudio for Sound Effect, Footsteps in Snow ChrisEngineAudio 2011-12-28T03:05:12Z 2011-12-28T03:05:12Z
Squeezing bags of corn starch sounds a lot like walking in the snow.
http://socialsounddesign.com/questions/11967/sound-effect-footsteps-in-snow/11969#11969 Answer by Brendan Rehill for Sound Effect, Footsteps in Snow Brendan Rehill 2011-12-28T03:11:35Z 2011-12-28T03:11:35Z
Walking on gravel can also provide an effective 'snow' sound with some help from EQ. Though it misses the 'squeak' of the shoes compressing the snow.
http://socialsounddesign.com/questions/11967/sound-effect-footsteps-in-snow/11970#11970 Answer by Nick Peck for Sound Effect, Footsteps in Snow Nick Peck 2011-12-28T05:54:10Z 2011-12-28T05:54:10Z
I've put corn starch in pillowcases, then recorded a foley artist walking on it. Creates that perfect scrunch, but also makes quite a mess as the powder gets everywhere. You can add some rock salt to get a grittier sound if desired.
http://socialsounddesign.com/questions/11967/sound-effect-footsteps-in-snow/11974#11974 Answer by Chris for Sound Effect, Footsteps in Snow Chris 2011-12-28T06:44:19Z 2011-12-28T06:44:19Z
I think you can go further by adding an icy element to it
http://socialsounddesign.com/questions/11967/sound-effect-footsteps-in-snow/11979#11979 Answer by Bill Mellow for Sound Effect, Footsteps in Snow Bill Mellow 2011-12-28T15:35:14Z 2011-12-28T15:35:14Z
To get a slushier sound, do what Nick said above, cornstarch in a pillowcase but make the mixture 50/50 cornstarch and birdseed.
http://socialsounddesign.com/questions/11967/sound-effect-footsteps-in-snow/11980#11980 Answer by Fred Pearson for Sound Effect, Footsteps in Snow Fred Pearson 2011-12-28T16:19:06Z 2011-12-30T09:14:49Z
Agree with the corn starch, but adding a bit of rice gives a nice crispy texture as well. Also, adding dishwasher salts can give this texture.

Manipulating it with your hands rather than feet gives you more control over the sound.

Cheers
http://socialsounddesign.com/questions/11967/sound-effect-footsteps-in-snow/11983#11983 Answer by AshleyBest for Sound Effect, Footsteps in Snow AshleyBest 2011-12-28T19:55:00Z 2011-12-28T19:55:00Z
Squeeze custard powder or corn starch in rubber gloves. Walking over sand, make something very similar.
http://socialsounddesign.com/questions/11967/sound-effect-footsteps-in-snow/12024#12024 Answer by Bernard from Signo for Sound Effect, Footsteps in Snow Bernard from Signo 2012-01-01T18:39:37Z 2012-01-01T18:39:37Z
I'm currently working on a Winter Kontakt library that will contains footsteps on about 16 different types of snow. Check this demo video here. You can go to my site and download a free footsteps patch for Kontakt. This "Female boots footsteps patch" is not the final version but a test drive version of the patch, so let me know.

Cheers

Bernard

http://www.signoaudiodesign.com
